Somewhere between 60 and 80 might work, but still contentious


This link might be the most informative. You can see between the 60 and 80 ranking of finances that the brand recognition of the schools drops off signicantly. At about the 55 mark the subsidy amounts become huge - state legislatures hate that.

Any transition will be highly controversial however. Consider schools like Charlotte and ODU, only just entering the top tier, being told that they will never be able to reach it.

This isolated top division seems highly unlikely to me. In the NCAA tourney, the last teams out complain to ESPN; in the conference wars, the last 5 guys out will bring antitrust suits. If you dare leave out a school like Texas State, UCF, U Buffalo, Akron, etc., be ready for proposed legislation on the floor.
